The sun sets below the horizon as a result of the rotation of the Earth. The Earth is rotating East to West. The sun rises in the East and sets in the West.

Because the Earth never stops rotating and is always half lit by the sun, a sunrise and a sunset are occurring at all times on opposite sides of the globe.
